Provisions on the Continuing Education of Professional Technicians

The Provisions on the Continuing Education of Professional Technicians, as deliberated and adopted at the 70th executive meeting of the Ministry of Human Resources and Social Security on August 3, 2015, are hereby issued and shall come into fore on October 1, 2015.

Provisions on the Continuing Education of Professional Technicians
Chapter I General Provisions
Article 1 In order to regulate continuing education activities, protect the rights and interests of professional technicians, and continuously improve their skills, these Provisions are developed pursuant to relevant laws, regulations, and State Council provisions.
Article 2 The continuing education of professional technicians (hereinafter referred to as “continuing education”) of state organs, enterprises, public institutions, social groups, and other organizations (hereinafter referred to as “employers”) shall be governed by these Provisions.
Article 3 Continuing education shall be oriented at economic and social development and scientific and technological progress, center on ability construction, give prominence to pertinence, be practical and forward-looking, and adhere to the principles of integrating theory with practice, teaching on the demand of students, stressing practical results, and combining training with practice.
Article 4 Employers shall protect the right of professional technicians to participate in continuing education.
Professional technicians shall adapt to position requirements and career development needs, actively receive continuing education, improve their knowledge structure, increase their innovative ability, and raise professional level.
Article 5 Continuing education shall be co-funded by the government, the public, employers, and individuals.
The expenses necessary for the continuing education of professional technicians of state organs shall be guaranteed pursuant to relevant state provisions. Enterprises, public institutions, and other organizations shall set aside and use the educational expenses for employees in accordance with laws, administrative regulations, and relevant state provisions and continuously increase input in the continuing educational of professional technicians.
Article 6 The management system of overall planning, hierarchical responsibility, and categorized guidance shall apply to continuing education.
The Ministry of Human Resources and Social Security shall be responsible for the comprehensive management and overall coordination of the continuing education of professional technicians around the entire nation, the development of continuing education policies, the preparation of continuing education plans, and the implementation thereof.
The local human resources and social security administrative departments at and above the county level shall be responsible for the comprehensive management, organization, and implementation of the continuing education of professional technicians of the local regions.
The competent authorities in charge of different industries shall, within their scope of functions and duties, conduct the planning, management, and implementation of continuing education in their respective industries.
Chapter II Contents and Forms
Article 7 The contents of continuing education include required courses and professional courses.
Required courses include the laws and regulations, theories and policies, professional ethics, technical information, and other basic knowledge which professional technicians shall have as common knowledge. Professional courses include the new theories, new knowledge, new technologies, new methods, and other professional knowledge which professional technicians shall master to engage in their professional work.
Article 8 The time of continuing education professional technicians shall not be less than 90 hours cumulatively each year. In particular, professional courses shall generally account for not less than 2/3 of the total hours.
The hours of continuing education in the following forms shall be included in the annual continuing education hours:
(1) Attending training classes, advanced classes or classes for further study.
(2) Participating in relevant practical activities for continuing education.
(3) Attending distance education.
