The National Defense Education Law of the People's Republic of China, as revised and adopted at the 11th Session of the Standing Committee of the Fourteenth National People's Congress of the People's Republic of China on September 13, 2024, is hereby issued, and shall come into force on September 21, 2024.

Chapter I General Provisions
Article 1 This Law is enacted in accordance with the Constitution, the National Defense Law of the People's Republic of China, and the Education Law of the People's Republic of China for the purposes of popularizing and strengthening national defense education, carrying forward the spirit of patriotism, and promoting the building of national defense and socialist spiritual civilization.
Article 2 The state conducts national defense education among all citizens, with patriotism at the core and for the purpose of fulfilling national defense obligations, in such aspects as theories, knowledge, and skills related to national defense and the building of armed forces, as well as science and technology, law, and psychology.
National defense education is the foundation for building and consolidating national defense and an important way to enhance national cohesion and improve the overall quality of the citizens.
Article 3 In national defense education, the guidance of Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important thought of Three Represents, the Scientific Outlook on Development, and Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era shall be followed, a holistic approach to national security shall be adhered to, core socialist values shall be cultivated and practiced, and a strong sense of community for the Chinese nation shall be forged, so as to enable all citizens enhance their awareness of national defense, strengthen their awareness of potential dangers, acquire national defense knowledge, improve national defense skills, and fulfill national defense obligations in accordance with the law.
Article 4 The leadership of the Communist Party of China over national defense education shall be upheld, and a centralized and unified leadership system for national defense education with clearly defined duties and coordination between military and local authorities shall be established.
Article 5 The central department of nationwide national defense education shall be responsible for guiding, supervising, and coordinating the national defense education work throughout the country. All departments of central state organs shall be responsible for the national defense education work within the scope of their respective duties. Relevant departments of the Central Military Commission shall, according to the division of duties, cooperate with the central department of nationwide national defense education in carrying out national defense education.
Local departments of nationwide national defense education at and above the county level shall be responsible for guiding, supervising, and coordinating the national defense education work within their respective administrative regions. Other relevant departments shall carry out the national defense education work within the prescribed scope of duties. Military authorities stationed in the localities shall cooperate with local departments of nationwide national defense education in carrying out national defense education.
Article 6 In national defense education, the guidelines of participation by all citizens, long-term persistence, and emphasis on practical results shall be adhered to, the principles of combining regular education with intensive education, combining general education with specialized education, and combining education in theories with education in conduct shall be carried out, and different contents of education shall be conducted among people who are grouped into different categories.
Article 7 All citizens of the People's Republic of China have the rights and obligations to receive national defense education.
Popularizing and strengthening national defense education is the common responsibility of the whole society.
All state organs and armed forces, all political parties and people's organizations, enterprises, public institutions, social organizations, and other organizations shall organize national defense education for people in their respective regions, departments, and entities.
Article 8 The departments in charge of such work as national defense mobilization, military service, veterans affairs, national defense scientific research and production, border and coastal defense, civil air defense, and national defense transportation shall carry out national defense education in accordance with the provisions of this Law and relevant laws and regulations.
Trade unions, the Communist Youth League, women's federations, and other mass organizations shall carry out national defense education within the scope of their respective work.
Article 9 The Chinese People's Liberation Army and the Chinese People's Armed Police Force shall carry out national defense education in accordance with the relevant regulations of the Central Military Commission.
Article 10 The state supports and encourages social organizations and individuals to carry out activities conducive to national defense education.
Article 11 The organizations and individuals that have made outstanding contributions to the national defense education work shall be commended and rewarded in accordance with relevant provisions issued by the state.
Article 12 The third Saturday of September each year is designated as the Nationwide National Defense Education Day.
Chapter II National Defense Education in Schools
Article 13 National defense education in schools is the foundation of nationwide national defense education and an important part of well-rounded education.
The administrative departments of education shall incorporate national defense education into their work plans, strengthen the organization, guidance, and supervision of national defense education in schools, and make regular assessment of the national defense education work of schools.
Schools shall incorporate national defense education into their work and teaching plans and take effective measures to ensure the quality and effects of national defense education.
