Guiding Opinions on Further Advancing the Intelligent Construction of Mines and Promoting the Safe Development of Mines

The mining industry is an important pillar industry of national economic development, and intelligent construction is an important measure for promoting the safe development of mines and guaranteeing the security of national energy resources. In recent years, the intelligent construction of mines in China has developed vigorously and achieved positive results, but there are still problems such as unbalanced, inadequate and uncoordinated development. For the purposes of thoroughly implementing the Opinions of the General Office of the Communist Party of China Central Committee and the General Office of the State Council on Further Strengthening the Work Safety of Mines, further promoting the intelligent construction of mines, and promoting the safe development of mines, the following opinions are hereby put forward.

I. General requirements

Under the guidance of the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the spirit of the 20th CPC National Congress shall be comprehensively implemented, development and security shall be planned in an overall manner, people-orientation, innovation-driving, overall planning, government-enterprise interaction, demonstration and guidance shall be insisted on, intelligent construction of mines shall be further promoted, and the transformation of mine safety governance mode to prevention in advance shall be promoted.

By 2026, a complete intelligent standard system for mines will be established, mine data fusion and interoperability will be promoted, environmental intelligent perception, intelligent system interaction, and intelligent warning of major disaster risks will be realized, the proportion of intelligent coal mine production capacity in the country will be not less than 60%, the number of intelligent working faces will be not less than 30%, and the normal operation rate of intelligent working faces will be not less than 80%, the replacement rate of intelligent equipment or robots for posts with dangerous and heavy duties in coal mines and non-coal mines will be not less than 30% and 20% respectively, and the underground personnel of mines in the country will be reduced by more than 10%, and a group of intelligent mines with no more than 50 workers in a single shift will be created. By 2030, a complete intelligent mining technology, equipment and management system will be established to realize deep integration and shared application of mining data, mining operation with less people and without people will be promoted, major safety risks shall be effectively prevented and controlled, and the essential safety level of mines will be significantly improved.

II. Strengthening the top-level design

1. Strengthening overall planning. Various paths and methods for intelligent mine construction shall be explored according to local conditions, and a scientific and complete intelligent mine construction framework and technical system shall be formed in an accelerated manner. Local governments and large state-owned mining enterprise groups shall be encouraged to develop specific implementation plans in consideration of their own mining conditions, disaster characteristics and technical equipment capabilities, under the principle of integrated design and step-by-step implementation, and strive to realize the transformation and upgrading from intelligence of a single system to intelligence of an overall mine.

2. Improving regulations and standards. In consideration of the level of intelligent development of mines and the actual development of the industry, the corresponding laws and regulations on and standard systems for work safety of mines shall be further improved. The development and revision of relevant standards and specifications on intelligence shall be carried out, the promotion and application and dynamic improvement of the Specifications for Integration and Sharing of Intelligent Mining Data shall be accelerated, the standards for geological exploration, design and construction, mining technology, technical equipment, production and operation, safety management, labor organization, testing and evaluation of intelligent mining shall be improved, and a catalogue of typical application scenarios of new technologies such as mine robots, artificial intelligence and 5G shall be released. The efforts of implementation shall be intensified, a scientific construction effectiveness evaluation mechanism shall be established, and intelligent construction shall be promoted in a legalized and standardized manner.

3. Building a pattern of coordinated development A coordinated development pattern of intelligent construction of mines in different regions, of different mineral varieties, different scales and different systems of ownership shall be constructed. Under the guidance of intelligent construction of mines in Shanxi, Shandong, Shaanxi, Inner Mongolia and other regions, the accelerated development of other regions where mines are concentrated shall be driven. In regions where non-coal mines are concentrated such as Hebei, Liaoning, Jiangxi, and Yunnan, the construction of a group of non-coal intelligent benchmarking mines shall be accelerated. The......
