Standards for Determining the Potential Risks of Major Accidents of Industry and Trade Enterprises

The Standards for Determining the Potential Risks of Major Accidents of Industry and Trade Enterprises, as deliberated and adopted at the 7th executive meeting of the Ministry of Emergency Management on March 20, 2023, are hereby issued, and shall come into force on May 15, 2023.

Standards for Determining the Potential Risks of Major Accidents of Industry and Trade Enterprises


Article 1 These Standards are developed in accordance with the Work Safety Law of the People's Republic of China and other applicable laws and administrative regulations for the purposes of accurately determining and promptly eliminating the potential risks of major accidents (hereinafter referred to as the “potential risks of major accidents”) of industry and trade enterprises.
Article 2 These Standards shall apply to the determination of potential risks of major accidents of industry and trade enterprises in metallurgy, nonferrous metals, building materials, machinery, light industry, textiles, tobacco, commerce and trade, and other fields. If there are other provisions on the determination of potential risks of major accidents involving hazardous chemicals, fire control (fire), gas, special equipment, and other aspects in industry and trade enterprises, such provisions shall prevail.
Article 3 An industry and trade enterprise shall be determined as having the potential risk of a major accident under any of the following circumstances:
(1) It fails to uniformly coordinate and manage the work safety work of the contractor or lessee or fails to conduct security checks on a periodical basis.
(2) The personnel conducting special operations conduct operations without receiving special training on safe operations and corresponding qualifications as required.
(3) The primary person in charge or work safety manager of the metal smelting enterprise fails to pass the examination as required.
Article 4 A metallurgical enterprise shall be determined as having the potential risk of a major accident under any of the following circumstances:
(1) Any of the six types of places where people gather, such as the conference room, activity room, lounge, control room, shift handover room, and locker room (including the bathhouse), or the steel tank cold (hot) repair workstation is located at the floor area where molten iron, molten steel, and molten slag are lifted.
(2) Water exists in any of the six types of areas during production, such as accident pits and furnace slag pits in the smelting, refining, and casting production area, and the platform in front of the furnace, the furnace base area, and hoisting and ground transport passages in the plant, which are affected by the leakage and splashing of molten metal.
(3) No emergency steel tank, leaking steel pit (trough) of the intermediate tank, overflow pit (trough) of the intermediate tank, or rotating chute for leaking steel is provided for the continuous casting process of steel-making, or no emergency steel tank (pit or trough) is provided for the die casting process.
(4) The water-cooling components of steel-making furnaces such as the converter, electric arc furnace, AOD furnace, LF furnace, RH furnace, and VOD furnace are not equipped with the outlet water temperature and inlet and outlet water flow difference monitoring and alarm device, or the monitoring and alarm device is not interlocked with the furnace tilting device, oxygen (auxiliary) gun automatic lifting device, or automatic electrode power-off or lifting device.
(5) During blast furnace production, the set value of the working pressure of the furnace top exceeds the maximum working pressure specified in the design documents, or the device for monitoring the working pressure of the furnace top is not interlocked with the relief valve of the furnace top, or the set value of the interlocked relief pressure of the relief valve of the furnace top exceeds the designed pressure value of the equipment.
(6) Any of the six types of places where people gather, such as the conference room, activity room, lounge, control room, shift handover room, and locker room near coal gas production, recycling and purification, pressurized mixing, storage, and use facilities and places and parts where coal gas may leak or accumulate is not equipped with the fixed carbon monoxide concentration monitoring and alarm device, or monitoring data is not connected to the 24-hour manned place.
(7) Partitioning device is not installed on facilities such as the heating furnace, gas cabinet, dust collector, compressor, and baking equipment, or the gas pipeline before entry to the workshop.
(8) The maximum sealing gas pressure of a water-sealed drainer on a positive pressure gas transmission and distribution pipeline is less than 30kPa, or both sides of the partitioning device of the same gas pipeline share a single drainer, the upper drainage pipes of different gas pipeline drainers are connected, or the gas pipelines with different media share a single drainer.
Article 5 A nonferrous metal enterprise shall be determined as having the potential risk of a major accident under any of the following circumstances:
(1) Any of the six types of places where people gather, such as the conference room, activity room, lounge, control room, shift handover room, and locker room (including bathhouse) is located within the floor area where molten metal is lifted.
(2) Non-productive water exists in any of the six types of areas during production, such as accident pits and furnace slag pits in the smelting, refining, and casting production area, and the platform in front of the furnace, the furnace base area, and hoisting and ground transport passages in the plant, which are affected by the leakage and splashing of molten metal.
(3) No emergency discharge and emergency storage facility is provided for the molten metal casting process (except for the tilting melting furnace, the tilting holding furnace, the tilting melting and holding furnace, and the fixed melting furnace with the holding furnace).
(4) Water-cooled smelting furnace, casting machine (excluding the crystallizer for aluminum processing with the deep well casting method), or heating furnace is not equipped with emergency water sources.
