Measures for the Administration of Identification and Classification of Physical Hazards of Chemicals Order of the State Administration of Work Safety (No. 60) The Measures for the Administration of Identification and Classification of Physical Hazards of Chemicals, as deliberated and adopted at the chairman's executive meeting of the State Administration of Work Safety on June 24, 2013, are hereby issued, and shall come into force on September 1, 2013. Chairman of the State Administration of Work Safety: Yang Dongliang July 10, 2013 Measures for the Administration of Identification and Classification of Physical Hazards of Chemicals Chapter I General Principles Article 1 These Measures are formulated for the purpose of regulating the identification and classification of physical hazards of chemicals, in accordance with the Regulation on the Safety Management of Hazardous Chemicals . Article 2 These Measures shall apply to identification and classification of physical hazards of chemicals of which hazards are to be identified as well as the supervision and administration of the identification and classification by authorities of work safety. Article 3 For the purpose of these Measures, the term “chemicals” refers to various simple substances, chemical compounds and mixtures thereof. The identification of physical hazards of chemicals refers to the testing and determination of combustion, explosion, erosion, combustion supporting, self-reaction, reaction upon contact with water and other hazardous features of chemicals in accordance with relevant national standards or industrial standards. The classification of physical hazards of chemicals refers the evaluation of identification results of physical hazards of chemicals or relevant data documents, and determination of category of physical hazards of chemicals in accordance with relevant national standards or industrial standards. Article 4 Identification and classification of physical hazards of the following chemicals shall be conducted: 1. A chemical consisting of one or more elements as listed in the Catalogue of Hazardous Chemicals, and the total physical hazard of the chemical has not been determined; 2. A chemical not listed in the Catalogue of Hazardous Chemicals, and the physical hazard of the chemical has not been determined; 3. A chemical with an annual output or amount of use exceeding one ton for the purpose of scientific research or product development, and the physical hazard of the chemical has not been determined. Article 5 The State Administration of Work Safety shall be responsible for the guidance and supervision and administration of the identification and classification of physical hazards of chemicals nationwide, announcing the list of identification institutions for physical hazards of chemicals (hereinafter referred to as the “identification institutions”) and the catalogue of chemicals exempted from identification and classification of physical hazards, and establishing a technical committee for identification and classification of physical hazards of chemicals (hereinafter referred to as the “Technical Committee”). Authorities of work safety of local people's governments at or above the county level shall be responsible for the supervision and check of identification and classification of physical hazards of chemicals in their jurisdictions. Article 6 The Technical Committee shall be responsible for conducting arbitration for identification or classification results to which objection is raised, and announcing the results of identification of physical hazards of chemicals.
