Administration of Matters Concerning the Orderly Promotion of the Development
of Direct Green Power Connection

The development and reform commissions and energy administrations of all
provinces, autonomous regions, municipalities directly under the Central
Government, and the Xinjiang Production and Construction Corps; the Beijing
Municipal Commission of Urban Management; the Tianjin Industrial and
Information Technology Bureau, the Department of Industry and Information
Technology of Liaoning Province, the Shanghai Municipal Commission of Economy
and Informatization, the Economic and Information Technology Commission of
Chongqing Municipality, and the Department of Industry and Information
Technology of Gansu Province; all local offices of the National Energy
Administration ("NEA"); State Grid Corporation of China and China Southern
Power Grid Co., Ltd.; and relevant central enterprises:
For the purpose of implementing the guiding principles of the Third Plenary
Session of the 20th CPC Central Committee and the decisions and plans of the
CPC Central Committee and the State Council on improving the policies and
measures for new energy consumption and regulation, exploring innovative models
for the integrated development of new energy production and consumption,
promoting the local and on-site consumption of new energy, and better meeting
the green energy needs of enterprises, this Notice is hereby issued in
accordance with the Energy Law of the People's Republic of China and other
relevant laws and regulations.
I. General Requirements
1. Scope of application. For the purpose of this Notice, "Direct Green
Power Connection" means an electricity supply model in which renewable
energy (e.g., wind, solar, and biomass power) generation facilities supply
electricity directly to a single end-user through a dedicated direct-connection
line, without intermediary access to the public grid, thereby ensuring full
physical traceability of the supplied electricity. The "direct-connection
line" means a dedicated transmission line that directly connects the power
source to the end user. Projects shall be classified into two types based on
their connection to public grids: (1) grid-connected type – operating as
integrated units connected to public grids, with clearly demarcated physical
and responsibility boundaries, and with power sources connected at the user
side of the ownership demarcation point between the user and the public grid;
and (2) off-grid type – operating independently from public grids. Distributed
photovoltaic systems serving as direct-connection power sources shall comply
with the Measures for the Administration of the Development and Construction of
Distributed Photovoltaic Power Generation and other applicable provisions.
Multi-user direct supply arrangements through direct-connection lines shall be
governed by rules formulated separately by the National Development and Reform
Commission and the National Energy Administration.
2. Development objectives. The objectives of directly-connected green power
projects shall be to meet the green energy demands of enterprises and enhance
the local consumption and utilization of new energy. Such projects shall be
constructed and operated in accordance with the principles of prioritizing
safety, ensuring green compatibility, balancing rights and responsibilities,
and matching power sources with loads, while fairly assuming safety, economic,
and social responsibilities.
II. Strengthening Planning Guidance
3. Standardizing project construction. New loads may be paired with the
construction of new energy projects. For existing loads, directly-connected
green power supply projects may be developed, provided that any existing coal-
or gas-fired captive power plants have fully paid the renewable energy fund,
thereby achieving clean energy substitution by reducing the output of captive
power plants. Export-oriented enterprises with rigid carbon reduction
requirements may explore utilizing nearby new energy resources to supply green
power to existing loads. New energy projects that have not yet commenced grid
connection construction or are unable to connect to the grid due to new energy
integration constraints or other reasons are supported in undertaking
directly-connected green power supply after completing the necessary
modification procedures.
4. Strengthening planning coordination. Provincial energy authorities shall
strengthen coordinated planning for directly-connected green power projects to
ensure their orderly development. The scale of wind and solar power generation
in such projects shall be included in the new energy power generation development
and construction plans formulated by provincial energy authorities. The scale
