The Provisions on Governance of Cyber Violence Information, as deliberated at the 28th executive meeting of the General Office of the Cyberspace Administration of China in 2023 and with consent of the Ministry of Public Security, the Ministry of Culture and Tourism, and the National Radio and Television Administration, are hereby announced and will come into force on August 1, 2024.

Provisions on Governance of Cyber Violence Information
Chapter I General Provisions
Article 1 These Provisions are developed in accordance with the Cyber Security Law of the People's Republic of China, the Personal Information Protection Law of the People's Republic of China, the Public Security Administration Punishments Law of the People's Republic of China, the Measures for the Administration of Internet Information Services, and other laws and administrative regulations, for the purposes of governing cyber violence information, creating a sound network ecology, protecting the legitimate rights and interests of citizens, and safeguarding the social public interests.
Article 2 These Provisions shall apply to governance of cyber violence information in the territory of the People's Republic of China.
Article 3 For the governance of cyber violence information, the principles of prevention from the source, combining prevention and control, addressing both symptoms and root causes, and collaborative co-governance shall be insisted on.
Article 4 The cyberspace administration of the state shall be responsible for coordinating the governance of national cyber violence information and related supervision and administration work. The relevant departments of the State Council, such as public security, culture and tourism, radio and television, shall, according to their respective duties, carry out supervision and administration of cyber violence information.
The local cyberspace departments shall be responsible for planning and coordinating the governance of cyber violence information and related supervision and administration work in their respective administrative regions. The local public security, culture and tourism, radio and television and other relevant departments shall, according to their respective duties, carry out supervision and management of cyber violence information in their respective administrative regions.
Article 5 Network related industry organizations shall be encouraged to strengthen industrial self-regulation, carry out popularization of law on the governance of cyber violence information, urge and guide cyber information service providers to strengthen governance of cyber violence information and accept social supervision, and provide assistance and other support for users who suffer from infringement by cyber violence information.
Chapter II General Provisions
Article 6 Cyber information service providers and users shall insist on the socialist core values, comply with laws and regulations, respect social morality and ethics, promote the formation of a positive, healthy and upward cyber culture, and maintain a sound network ecology.
Article 7 Cyber information service providers shall fulfill the primary responsibility for management of cyber information content, establish and improve the mechanism for governance of cyber violence information, and improve the systems for user registration, account management, protection of personal information, review of information release, monitoring and early warning, identification and disposal.
Article 8 Where cyber information service providers provide users with information release, instant messaging and other services, they shall authenticate users' real identity information according to the law. A cyber information services provider shall not provide relevant services for any user that does not provide authentic identity information.
Cyber information service providers shall strengthen the management of user account information, provide account information authentication assistance for relevant subjects who suffer from infringement by cyber violence information, and prevent and stop forged, counterfeit, and malicious association with relevant subjects for registering or publishing information in violation of regulations.
Article 9 Cyber information service providers shall develop and disclose management rules and platform conventions, enter into service agreements with users, specify the rights and obligations related to governance of cyber violence information, and perform governance responsibilities in accordance with the law and agreement.
Article 10 No organization or individual shall produce, copy, issue or disseminate illegal cyber violence information, and shall prevent and resist the production, copying, issuance or dissemination of harmful cyber violence information.
No organization or individual shall use cyber violence incidents to carry out marketing hype behaviors such as exploiting popularity and promoting network diversion, and shall not make, copy, publish or disseminate cyber violence information through mass registration or manipulation of user accounts.
No organization or individual knowing that any other organization or person conducts any illegal and criminal activity involving cyber violation information shall provide data, technology, traffic, funds and other support and assistance for such organization or individual.
Article 11 Cyber information service providers shall publish announcements on governance of cyber violence information on a regular basis, and include the relevant work in the annual report on the ecological governance of cyber information content.
Chapter III Prevention and Early Warning
