The energy bureaus of all provinces, autonomous regions, and municipalities
directly under the Central Government; the development and reform commissions
of relevant provinces, autonomous regions, municipalities directly under the
Central Government, and Xinjiang Production and Construction Corps; all local
offices; CNNC, PetroChina, Sinopec, CNOOC, PipeChina, State Grid, China

For the purpose of thoroughly implementing the relevant decisions and
arrangements of the CPC Central Committee and the State Council, ensuring solid
energy work in 2024, and continuing to promote high-quality energy development,
the Administration has researched and formulated the Guiding Opinions on Energy
Work in 2024, which are hereby issued. You shall conduct the work as soon as
possible based on the conditions and inform the Administration (Development
Planning Department) of the implementation by correspondence by the end of
December 2024.

Guiding Opinions on Energy Work in 2024
2024 marks the 75th founding anniversary of the People's Republic of China and
the 10th anniversary of the in-depth implementation of the new energy security
strategy of "Four Revolutions, One Cooperation." This year is
critical for completing the goals and tasks outlined in the "14th
Five-Year Plan," highlighting the importance of effective energy work
throughout the year. These Opinions are formulated for the purposes of
thoroughly implementing the decisions and arrangements of the CPC Central
Committee and the State Council, continuing to promote green and low-carbon
energy transformation and high-quality development, and safeguarding energy
security.
I. General requirements
1. Guiding ideology
The guidance of Xi Jinping Thought on Socialism with Chinese Characteristics
for a New Era shall be adhered to. The spirit of the 20th National Congress of
the Communist Party of China shall be fully implemented, along with the
arrangements of the Central Economic Work Conference and the Government Work
Report. The underlying principle of pursuing progress while ensuring stability
shall be thoroughly implemented. The new development philosophy on all fronts
shall be fully applied. It's imperative to foster a new development dynamic at
a faster pace, implement the new energy security strategy in-depth, and provide
better coordination between development and security. The relationship between
new energy and traditional energy, between overall and local work, and between
energy development and economical utilization shall be appropriately handled.
Efforts shall be directed towards improving energy security capabilities,
promoting green and low-carbon energy transformation, deepening energy reform
and innovation, and enhancing international energy cooperation. The planning
and construction of new energy systems shall be accelerated to provide safe and
reliable energy guarantees for the Chinese path to modernization.
2. Basic principles
Adhering to prioritizing national energy security: The good situation of
"stable and reliable electric power, guaranteed oil and gas, backstopped
coal, and high-quality leap in new energy" shall continue to be
consolidated. Reasonable flexibility of energy production capacity shall be
maintained, and the building of reserve capacity shall be strengthened. Work
safety requirements shall be adhered to, energy security risk and challenges
shall be effectively responded to, and economic and social development as well
as the energy needs of the people for a better life shall be ensured.
Adhering to actively and vigorously promoting the green and low-carbon energy
transformation: The concept of ecological priority and green development shall
be deeply implemented, and the goal of peak carbon emissions and carbon
neutrality ("dual-carbon goal") shall be unswervingly implemented at
a measured pace and level. The coordination between supply and demand shall be
strengthened to enhance systematic consumption and maintain the momentum of
high-quality and rapid development of clean energy.
Adhering to enhancing new development momentum in reliance on scientific and
technological innovation: Weaknesses in energy technology and equipment shall
be addressed while strengths are consolidated and developed. Joint research on
key core technologies shall be strengthened. The actions aim to improve the
international competitiveness of advantageous energy industries. The
transformation and application of research results shall be strengthened to
promote the development of new productive forces.
Adhering to deepening reform and opening up and fueling development: The reform
of systems and mechanisms in key fields and steps shall be deepened, the
establishment of a national single power market system shall continue to be
promoted, and the reform of the oil and gas market system shall be deepened, so
as to continuously improve the efficiency of energy governance. International
energy cooperation shall be pragmatically advanced, high-level opening up shall
be expanded, and active participation in global energy governance shall be
pursued.
3. Main goals
Continuing to improve supply security capabilities: The country's total energy
production will reach approximately 4.98 billion tons of standard coal. Coal
production will be stabilized and increased, while crude oil production will be
held at more than 200 million tons, and natural gas production will remain on
the rapid rise. The installed power capacity will reach about 3.17 billion
kilowatts, and the power generation capacity will reach about 9.96 trillion
kilowatt hours. The capacity of "West-to-East Power Transmission"
will continue to improve.
Continuing to optimize the energy structure: The proportion of non-fossil
energy installed power capacity will increase to about 55%. Wind power and
solar power will collectively account for more than 17% of the country's power
generation. Natural gas consumption will increase steadily, leading to a rise
in the proportion of non-fossil energy in total energy consumption to about
18.9%. The proportion of terminal electricity consumption will continue to
increase.
Steadily improving quality and efficiency: new achievements will be attained in
the clean, efficient development and utilization of energy. The linkage between
three types of transformation of coal and electricity will continue to be
advanced. The average utilization hours of inter-provincial and inter-regional
power transmission channels will remain within a reasonable range. Continued
development of clean heating in North China will be fostered. The application
of scientific and technological innovations will progress.
II. Continuing to consolidate the foundation for
energy security
Energy security is the cornerstone of high-quality development. Efforts shall
be directed towards continuously consolidating and increasing oil and gas
production, maintaining reasonably sufficient coal production capacity,
enhancing strategic reserves and regulation capabilities, and strengthening
regional coordinated guarantees, thereby laying a solid foundation for energy
security.
Strengthening the backstop for fossil energy: In-depth research shall be
conducted on the implementation of the mid- to long-term development strategy
for increasing oil and gas reserves and production. Efforts shall be increased
in oil and gas exploration and development, stable production in available oil
fields shall be promoted, production capacity building in new areas shall be
accelerated, and the building of oil and gas production capacity in key areas
with "deep-hole, deep-water, non-standard, and stable wells" shall be
strengthened. The transformation and upgrading of oil refining projects shall
be promoted in an orderly manner. The construction of gas storage facilities
shall be accelerated, and underground gas storage as well as coastal liquefied
natural gas receiving station storage tank projects shall be promoted. The
protection of oil and gas pipelines shall be strengthened. Advanced coal
production capacity shall be released in an orderly manner, the earliest
construction of approved projects shall be promoted, coal mine projects under
construction shall be commissioned and arrive at full capacity as soon as
possible, and a number of safe, intelligent, green large modern coal mines
shall be approved, so as to guarantee the stable continuity of coal production
capacity and promote the maintenance of a high output based on work safety. A
coal production capacity reserve system shall be established, and the building
of coal transportation channels and product reserve capabilities shall be
strengthened to improve the flexibility of the coal supply system.
Improving the stabilization and regulation capabilities of the power system:
Relevant policies shall be issued and implemented to guide the transformation
and development of thermal power. Integrated coal and coal power consortia
shall be promoted, supporting and regulating coal power shall be reasonably
arranged, and the construction of coal power projects included in plans in
provinces suffering serious power shortages shall be accelerated, with the aim
of commissioning them as soon as possible. Decommissioned units shall be
