For the purposes of strengthening the administration of raw materials of aquatic products for export, ensuring the safety and hygiene of aquatic products for export, and regulating the administration of filing of farms for raw materials of aquatic products for export, the General Administration of Customs has developed the Measures for the Administration of Filing of Farms for Raw Materials of Aquatic Products for Export, which is hereby issued.

Measures for the Administration of Filing of Raw Materials of Aquatic Products for Export
Chapter I General Provisions
Article 1 In accordance with the Food Safety Law of the People's Republic of China and the regulation for the implementation thereof, the Fisheries Law of the People's Republic of China and the detailed rules for its implementation, the Customs Law of the People's Republic of China, the Measures of the People's Republic of China for the Administration of Safety of Imported and Exported Food, and other laws, regulations and departmental rules, these Measures are developed for purposes of strengthening the administration of raw materials of aquatic products for export, ensuring the safety and hygiene of aquatic products for export, and regulating the administration of filing of farms for raw materials of aquatic products for export.
Article 2 These Measures apply to the filing of aquaculture farms that provide raw materials of aquatic products for producers of food for export.
For the purposes of these Measures, “aquaculture” means any production activity of farming aquatic animals and plants by using various waters, and in various ways. It does not include aquatic products that grow naturally after artificial seedling throwing in open sea areas, unless explicitly required by the importing country (region).
Article 3 A farm for raw materials of aquatic products for export shall be filed with the local customs. The General Administration of Customs uniformly publishes the list of farms for raw materials of aquatic products for export that are subject to filing.
Chapter II Conditions and Procedures for Filing
Article 4 A farm for raw materials of aquatic products for export shall meet the following basic conditions and hygiene requirements:
(1) It has legally obtained the certification materials recognized as legal farming by the agricultural or fishery department at or above the county level;
(2) There are no pollution sources such as livestock and poultry farms, hospitals, chemical plants, and garbage dumps around the farms, and the internal environment is in good sanitation;
(3) Farming ponds or cages in the farm have a standardized number;
(4) The water source is sufficient, and the water quality of aquaculture water meets the Fishery Water Quality Standard;
