The Patriotic Education Law of the People's Republic of China, as adopted at the 6th Session of the Standing Committee of the Fourteenth National People's Congress of the People's Republic of China on October 24, 2023, is hereby issued and shall come into force on January 1, 2024.

Chapter I General Provisions

Article 1 This Law is enacted in accordance with the Constitution to strengthen patriotic education in the new era, inherit and carry forward the spirit of patriotism, and form a mighty force for comprehensively building a modern socialist country and comprehensively advancing the great rejuvenation of the Chinese nation.

Article 2 China is one of the countries with the longest history in the world. Chinese people of all ethnic groups have jointly created a splendid culture and built a unified multi-ethnic country. The state shall carry out patriotic education among all the people, cultivate and enhance their affection with the Chinese nation and the great motherland, carry forward the national spirit, enhance the sense of nationhood, strengthen and unite all patriotic forces, and make patriotism the firm belief, spiritual strength, and conscious action of all the people.

Article 3 In patriotic education, we shall hold high the great banner of socialism with Chinese characteristics and adhere to the guidance of Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important thought of Three Represents, the Scientific Outlook on Development, and Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, insist on the unification of patriotism with the love of the Party and socialism, focus on safeguarding national unity and ethnic solidarity, and take the comprehensive construction of a great modern socialist country and the realization of the great rejuvenation of the Chinese nation as the distinctive theme.

Article 4 Patriotic education shall adhere to the leadership of the Communist Party of China and improve a work pattern of unified leadership, concerted efforts, participation of all parties, and joint promotion.

Article 5 Patriotic education shall adhere to ideological guidance, cultural cultivation, education-based guidance, practice-based cultivation, clear themes, integration into daily activities, adapting to local conditions, and paying attention to actual effects.

Article 6 The main contents of patriotic education are:

(1) Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the Theory of Three Represents, the Scientific Outlook on Development, and Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era.

(2) The history of the Communist Party of China, the history of New China, the history of reform and opening up, the history of the development of socialism, and the history of the development of the Chinese nation.

(3) The system of socialism with Chinese characteristics, the great achievements, historical experiences, and vivid practices of the Communist Party of China in leading the unity and struggle of the people.

(4) The fine traditional Chinese culture, revolutionary culture, and advanced socialist culture.

(5) National symbols and signs such as the national flag, national anthem, and national emblem.

(6) The magnificent landscape and historical and cultural heritage of the motherland.

(7) The Constitution and laws, and the consciousness and concepts of national unity and ethnic solidarity, national security, national defense, and other aspects.

(8) The deeds of heroes, martyrs, and advanced models, and the national spirit and the spirit of the times they embody.

(9) Other content rich in the spirit of patriotism.

Article 7 The state shall carry out education in forging a strong sense of community of the Chinese nation, promote exchanges and integration among all ethnic groups, and enhance their identification with the great motherland, the Chinese nation, Chinese culture, the Communist Party of China, and socialism with Chinese characteristics, so as to build a shared spiritual home for the Chinese nation.

Article 8 In patriotic education, the inheritance and development of the fine traditional Chinese culture shall be adhered to, core socialist values shall be carried forward, the construction of a socialist culture with Chinese characteristics shall be promoted, cultural confidence shall be bolstered, and modern civilization of the Chinese nation shall be built.

Article 9 In patriotic education, the promotion of patriotism shall be integrated with opening wider to the outside world, rationality, inclusiveness, and openness shall be adhered to, the historical characteristics and cultural traditions of all countries shall be respected, and all excellent achievements of human civilization shall be drawn on and absorbed.

Article 10 On October 1 of each year, the National Day of the People's Republic of China, the state and all sectors of the society shall hold various celebration activities with a focus on patriotic education.

Chapter II Duties and Tasks

Article 11 The patriotic education departments of central organs shall be responsible for guiding, supervising, and coordinating patriotic education nationwide.

All departments of central and state organs shall organize patriotic education within the scope of their respective duties.

Article 12 Local patriotic education departments shall be responsible for guiding, supervising, and coordinating patriotic education in their respective regions.

Education administrative departments of local people's governments at or above the county level shall strengthen the organization, coordination, guidance, and supervision of patriotic education in schools. The local culture and tourism, press and publication, radio and television, film, cyberspace affairs, cultural relics, and other departments at and above the county level and other relevant departments shall carry out patriotic education within the scope of their respective duties.
