Opinions of the National Energy Administration on Strengthening the Administration of Electric Reliability

The energy administrations of all provinces (autonomous regions and municipalities directly under the Central Government); development and reform commissions and departments of industry and information technology of the relevant provinces (autonomous regions and municipalities directly under the Central Government) and Xinjiang Production and Construction Corps; the Beijing Municipal Commission of Urban Management; all local offices; all enterprise members of the National Electricity Security Committee; China Electricity Council and China Electric Equipment Management Association; and relevant electric power enterprises:

For the purposes of implementing the Measures for the Administration of Electric Reliability (for Interim Implementation) (Order No. 50 [2022], NDRC), improving the level of China's administration of electric reliability, safeguarding reliable electric power supply and better serving the economic and social development in the new era, the following opinions on strengthening the administration of electric reliability are hereby offered.

I. Fully understanding the significance of strengthening the administration of electric reliability

The administration of electric reliability is an important foundation to guarantee a secure and reliable electric power supply. Electric power supply, bearing on overall economic development and overall social stability, is an important issue that affects people's livelihoods. At the present stage, with China's industrialization and urbanization being in progress, the demand for electric power continues to grow, and guaranteeing electric power supply is the top priority of electric power management. The administration of electric reliability is the core means of the operation and technical management of electric power generation, and its basic task is to ensure the adequacy and security of electric power systems and to play a fundamental role in guaranteeing electric power supply.

The administration of electric reliability is an important tool to guarantee social and economic development. In the new era, the people's demand for electric power in pursuit of a better life has changed from “access to electric power” to “effective consumption of electric power,” and the decisions and arrangements of the CPC Central Committee and the State Council for the rural revitalization, the optimization of the business environment and other work related to the people's livelihood have also put forward higher requirements and clear goals for the administration of electric reliability. The administration of electric reliability has become an important means to enhance the level of universal electric power services and support the high-quality development of the social economy.

The administration of electric reliability is an important guarantee to promote the development of new-type electric power systems. In recent years, China's electric power industry has changed dramatically, electric power systems reform has been comprehensively accelerated, new energy sources and distributed energy sources have been developing rapidly, and the safe and stable operation of electric power systems is facing new circumstances and challenges. For the purposes of effectively coping with the new circumstances, promoting the building of new-type electric power systems, and achieving the goal of carbon peak and carbon neutrality, the role of the administration of electric reliability shall be further leveraged to ensure the safe and stable operation of electric power systems and their high-quality development.

II. Improving the work system for the administration of electric reliability

(1) The local offices of the National Energy Administration (“NEA”) and the energy administrations and the electric power operation administrations of the local governments shall be responsible for the supervision and administration of electric reliability within their respective jurisdictions according to their respective duties and the relevant provisions of the state; further clarify their respective functions for the supervision and administration of electric reliability, specify the work content, objectives, processes, and responsibilities, strengthen the staffing of supervisors, and effectively enhance professional supervisory capability and efficiency.

(2) The local offices of the NEA shall regularly organize the evaluation, assessment, and forecast of electric reliability within their respective jurisdictions, and promptly release relevant reliability information and indicators; and intensify the supervision and inspection of electric reliability, supervise and guide electric power enterprises in investigating and controlling the risks and potential hazards found in the administration of electric reliability and, in accordance with law and regulations, investigate and dispose of concealment or fal......
