Regulations on Prevention and Control of Schistosomiasis (2019 Revision) Regulations on Prevention and Control of Schistosomiasis (Order No. 463 of the State Council of the People's Republic of China; amended in accordance with the Decision of the State Council to Amend Certain Administrative Regulations on March 2, 2019) Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the Law on the Prevention and Treatment of Infectious Diseases and the Law on Animal Epidemic Prevention for the purpose of preventing, controlling and eliminating schistosomiasis, protecting human, animal and public health and promoting economic and social development. Article 2 In the prevention and control of schistosomiasis, the State applies the guideline of putting prevention first, while combining prevention with treatment, conducting classified management, controlling the disease in a comprehensive way, making joint efforts for prevention and control of the disease, simultaneously preventing and controlling the disease among human beings and domestic animals, and laying stress on the control of the sources of infection. Article 3 The competent health department of the State Council shall, jointly with other relevant departments of the State Council, draw up the National Planning for Prevention and Control of Schistosomiasis and organize the implementation thereof. The competent department of the State Council for health, agriculture, water conservancy or forestry shall, in accordance with its functions and duties as provided for in these Regulations and with the National Planning for Prevention and Control of Schistosomiasis , draw up a special plan for the work of prevention and control of schistosomiasis and organize the implementation thereof. The competent department for health, agriculture, veterinary medicine, water conservancy or forestry of the local people's government at or above the county level in an area with the task of preventing and controlling schistosomiasis (hereinafter referred to as an area for prevention and control of schistosomiasis)shall, in accordance with the functions and duties as provided for in these Regulations, be responsible for the prevention and control of schistosomiasis, and for the supervision and administration of this work as well, in its administrative area. Article 4 The local people's government at or above the county level in an area for prevention and control of schistosomiasis shall exercise unified leadership over the work of preventing and controlling schistosomiasis in its administrative area. It shall, in accordance with the National Planning for Prevention and Control of Schistosomiasis , draw up the plan for prevention and control of schistosomiasis in its administrative area and organize the implementation thereof, and shall develop a sound mechanism for coordinating efforts in the work of preventing and controlling schistosomiasis and establish a responsibility system for the work, so as to make comprehensive coordination, check and supervise the work of preventing and controlling schistosomiasis undertaken by the relevant departments. Article 5 The villagers committees or residents committees in an area for prevention and control of schistosomiasis shall assist local people's governments at different levels and the relevant departments thereof in carrying out publicity and education on prevention and control of schistosomiasis, and organize the villagers or residents to take part in the work of preventing and controlling schistosomiasis. Article 6 The State encourages the villagers and residents in an area for prevention and control of schistosomiasis to actively participate in the activities related to prevention and control of schistosomiasis, and encourages communist youth leagues and other mass organizations to mobilize youth league members and other people for active participation in the activities related to prevention and control of schistosomiasis. Local people's governments at different levels in an area for prevention and control of schistosomiasis, and the relevant departments thereof as well, shall improve their systems in this respect, so as to make it convenient for units and individuals to participate in publicity and education on prevention and control of schistosomiasis and to offer donations. Article 7 The relevant departments of the State Council, local people's governments at or above the county level in areas for prevention and control of schistosomiasis and the relevant departments thereof shall commend or reward the units and individuals that have scored outstanding achievements in the work of preventing and controlling schistosomiasis. Chapter II Prevention Article 8 In accordance with the criteria for prevention and control of schistosomiasis, areas for prevention and control of schistosomiasis are classified into key areas and ordinary areas. The specific measures therefor shall be formulated by the competent health department of the State Council jointly with the competent agriculture department of the State Council. Article 9 The local people's government at or above the county level in an area for prevention and control of schistosomiasis and the relevant departments thereof shall organize various types of news media to conduct publicity and education on prevention and control of schistosomiasis for the public good. Various types of news media shall conduct publicity and education on prevention and control of schistosomiasis for the public good. The competent education department of the local people's government at or above the county level in an area for prevention and control of schistosomiasis shall organize schools of different grades and different categories to disseminate knowledge about prevention and control of schistosomiasis among students. Schools of different grades and different categories shall disseminate knowledge about prevention and control of schistosomiasis among students. State organs, mass organizations, enterprises, institutions and household economic organizations in an area for prevention and control of schistosomiasis shall organize their staff members and employees to acquire knowledge about prevention and control of schistosomiasis. Article 10 Local people's governments located in areas for prevention and control of schistosomiasis along the same water system or in the same relatively independent geographical environment shall make joint efforts in preventing and controlling schistosomiasis, and organize the relevant departments and institutions to simultaneously adopt the following measures for preventing and controlling schistosomiasis: (1) taking engineering measures related to prevention and control of schistosomiasis in a project for agriculture, veterinary medicine, water conservancy or forestry; (2) screening, treating and controlling schistosomiasis suffered by human beings and domestic animals; (3) carrying out epidemiological survey and epidemic monitoring; (4) investigating the distribution of Oncomelania snails and practising mollusciciding for killing the snails; (5) preventing feces that have not undergone non-hazardous disposal from directly entering the water body; and (6) other measures for prevention and control. Article 11 People's governments at the county level in areas for prevention and control of schistosomiasis shall work out programs for joint prevention and control of schistosomiasis in their administrative areas and organize township (town)people's governments to implement these programs simultaneously. Where, in areas for prevention and control of schistosomiasis, two or more counties, cities not divided into districts, municipal districts, or two or more cities divided into districts need to simultaneously execute the measures for prevention and control of schistosomiasis, their common people's government at the next higher level shall work out a program for joint prevention and control of schistosomiasis and organize the implementation thereof. Where, in areas for prevention and control of schistosomiasis, two or more provinces, the autonomous region, or municipalities directly under the Central Government need to simultaneously execute the measures for prevention and control of schistosomiasis, the people's governments of the said provinces, autonomous region and municipalities directly under the Central Government shall work out together a program for joint prevention and control of schistosomiasis, submit it to the competent departments of the State Council for health and agriculture for the record, and organize the implementation thereof. Article 12 In areas for prevention and control of schistosomiasis, the construction of engineering projects for agriculture, veterinary medicine, water conservancy, forestry, and so on, and the prevention and control of schistosomiasis among human beings and domestic animals, shall be in compliance with the requirements of the technical specifications for prevention and control of schistosomiasis. The technical specifications for prevention and control of schistosomiasis shall be drawn up respectively by the competent departments of the State Council for health, agriculture, water conservancy and forestry. Article 13 Local people's governments at or above the county level in key areas for prevention and control of schistosomiasis shall set up stations in places where fishing boats centrally berth in order to distribute basic preventive pharmaceuticals against schistosome, build public lavatories in accordance with the requirements for non-hazardous disposal and the technical specifications for prevention and control of schistosomiasis, promote the installation and use of feces collectors aboard fishing boats and water transport vessels, and take measures to make centralized non-hazardous disposal of the feces collected. Article 14 In key areas for prevention and control of schistosomiasis, local people's governments at or above the county level and the relevant departments thereof shall make arrangements for and organize the promotion of agricultural mechanization, transformation of rural lavatories, and construction of methane-generating pits and of facilities to provide human beings and domestic animals with drinking water. When making arrangements for the promotion of agricultural mechanization, transformation of rural lavatories, and construction of methane-generating pits and of facilities to provide human beings and domestic animals with drinking water, the relevant competent departments of the State Council shall give priority to the key areas for prevention and control of schistosomiasis. Article 15 When organizing the transformation of rural lavatories or construction of methane-generating pits, the competent departments for health and agriculture of the local people's governments at or above the county level in areas for prevention and control of schistosomiasis shall, in accordance with the requirements for non-hazardous disposal and the technical specifications for prevention and control of schistosomiasis, ensure that the lavatories and methane-generating pits have the function of killing schistosome eggs in feces. Public lavatories in areas for prevention and control of schistosomiasis shall have the function of killing the schistosome eggs in feces. Article 16 In key areas for prevention and control of schistosomiasis, the competent agriculture departments of the people's governments at or above the county level shall meet the need of the work for prevention and control of schistosomiasis, give guidance and aid to the adjustment of the agricultural structure of planting and farming, and promote the measures for replacing animal-drawn farming with mechanized farming. In key areas for prevention and control of schistosomiasis, the competent departments for agriculture and veterinary medicine of the people's governments at or above the county level shall give guidance and aid to the adjustment of the breeding structure, promote the raising of cattle, sheep or goats, pigs and other domestic animals in pens or sties, enhance the non- hazardous disposal of feces of domestic animals raised in pens or sties, give the domestic animals check-ups for schistosomiasis and have the ones infected with schistosome treated or disposed of. Article 17 In areas for prevention and control of schistosomiasis, the use of feces that have not undergone non-hazardous disposal is prohibited. Article 18 When water conservancy projects are constructed in areas for prevention and control of schistosomiasis, the competent water conservancy departments of the people's governments at or above the county level shall simultaneously build the facilities for prevention and control of schistosomiasis and, in combination with the projects for harnessing rivers or lakes or with the water conservancy projects for providing human beings and domestic animals with drinking water and for transforming the irrigated are......
